This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal.

AlphaGov is seeking a HUD CDBG-DR Compliance SME to own grant compliance for a homeowner recovery program. The work covers federal CDBG-DR requirements, Duplication of Benefits, procurement compliance under 2 CFR 200, reporting, monitoring readiness, and an audit-ready compliance framework through closeout.

What you'll do

  • Design and maintain the CDBG-DR compliance framework, procedures, and SOPs
  • Establish Duplication of Benefits procedures, controls, and quality reviews
  • Advise on 2 CFR 200 procurement compliance for program and construction activities
  • Prepare monitoring-ready documentation and support client or HUD reviews
  • Coordinate compliance work with the Program Manager, Case Management Operations Lead, Environmental Review SME, and construction partner
  • Track corrective actions, documentation quality, and closeout readiness

Requirements

  • Required
  • Working knowledge of HUD CDBG-DR requirements, including 24 CFR 570 and applicable Federal Register notices
  • Working knowledge of 2 CFR 200 procurement and grant-administration requirements
  • Hands-on experience building compliance controls, review procedures, and audit-ready records
  • Comfortable as a 1099 / project-based collaborator

Nice to have

  • Prior CDBG-DR grantee or implementation-contractor experience
  • Duplication of Benefits, DRGR, reporting, or monitoring-response experience
  • Alaska, rural, tribal-area, or disaster-recovery program experience
  • Experience supporting housing rehabilitation or reconstruction programs
